When it comes to working at height using mobile access towers, one critical question often goes unanswered - what’s the plan if something goes wrong?

It might seem like a straightforward question, but as PASMA discovered, creating a one-size-fits-all rescue plan simply isn’t possible. The reason? There are too many variables. Every site is different. Every tower setup can present unique challenges, and every incident might call for a different response.

That said, there is a framework you can follow to help ensure your teams are prepared in the event of an emergency.

The Hierarchy of Rescue Measures

Rescue planning should follow a sensible, risk-based approach. PASMA outlines a clear hierarchy to guide you:

  1. Self-Rescue - The ideal scenario - where the person in need of rescue on the tower is able to descend safely without assistance.
  2. Assisted Descent - If the person in need of rescue cannot get down alone, a trained and capable colleague may be required to assist them down safely.
  3. Professional Rescue - In more serious cases, such as injury or incapacitation, a full rescue may be required by trained personnel or emergency services, equipped with the right knowledge and equipment.

Planning for Emergencies and Rescues

Planning for rescue situations is a key part of safe tower use, but it’s also one of the most misunderstood areas. Too often, it's left to chance. When it comes to working at height, one truth stands out clearly: Most accidents could have been prevented with better planning.

Whether it’s choosing the right access equipment, ensuring team members are competent, or simply taking a moment to double-check the controls and rescue plans are in place - that little bit of extra time makes a huge difference and can potentially even save lives.
